Emmanuel Macron confirmed on Tuesday that he wanted to be adolescents imposed on a verification of his age to register on social networks, believing that there is “a young man who was beaten” by these platforms.
On Sunday, the delegate minister responsible for digital technology, Clara Chappaz, said that France was “three months” to “mobilize its European partners” in a “European agreement” forcing social networks to verify the age of adolescents, which fails in which the government would take sanctions. “Social networks, before the age of 15, are not,” he insisted on the gallery on Sunday.
“An epidemic”
President Macron, who had appointed a screens committee composed of experts to analyze the issue of the use of screens by adolescents, had already declared, in June 2024, in favor of a prohibition of social networks of children under 15, and a prohibition of the phone under 11 years.
“It is a competition that is for Europe. Behind, we should participate in a parallel European fight, but I think you have to do it. That is one of my priorities for me,” he said Tuesday.
Clara Chappaz told AFP that she wanted the measure to be a “dry prohibition”, that is, without the possibility of resorting to the authorization of the parents to access the platforms.
An access threshold to social networks
A law over digital majority has already been adopted, adopted in the summer of 2023, and requires an authorization of parents for access to social networks under 15 years, but has never entered into application, due to lack of certainty about compliance with European law.
As part of the European DSA (European regulation on digital services), Clara Chappaz hopes to find a solution to demand the verification of the age of large platforms that are goal (Instagram and Facebook, in particular), Tiktok, Snapchat or X, as what is already done in France for pornographic sites.
Goal has started a fairly unprecedented advertising campaign that defends age control in terms of application stores or operating system, not on networks.
Among the countries that have taken measures on this issue, Australia has attacked strongly by prohibiting social networks in children under 16. In Spain, a similar measure has been integrated into a bill that must be examined by parliamentarians, without a specific calendar.
In Norway, the Government has established the objective of establishing an access threshold for 15 years, but the country has no maturity or a track at this stage to implement it.
