Why is the Home Office going to deploy 7,000 portable fingerprint sensors?

The use of mobile biometric sensors is a novelty. A tender has just been opened for an amount of 21 million euros.

The Ministry of the Interior is looking for a service provider to supply 7,000 “nomadic fingerprint and palm print sensors,” according to a call for tenders published on April 1 and disseminated by the specialized site Next INpact. All for an amount of 21 million euros. If fingerprint checks are innumerable in the prefecture or police stations, the deployment of such portable tools is a novelty.

“Illegal Alien Control”

“The legal framework continues to be the code for the entry and stay of foreigners and the right of asylum,” specifies the ministry.

Among the beneficiary services, the ministry cites in particular the central directorate of the border police, the general directorate of the national police, the general directorate of the national gendarmerie, the Paris police headquarters and the judicial police.

“These verification and registration operations aim to identify and update the situation of people by consulting national and European biometric databases to ensure that they are in compliance with French and European legislation and/or that they do not represent a threat internal security or public order”, specifies the contract notice.

Custom call for tenders?

As specified in the documents published in the invitation to tender, the supplier must have delivered all the equipment before May 1, 2024, a few weeks before the start of the Olympic Games in Paris.

Always according to the same documents, the technical specifications are very exactly adjusted to an already existing model, marketed by the French company Idemia, specialized in biometrics. This is precisely the MTop Slim model, the main advantage of which is that it fits in your pocket.

As Next INpact recalls, the technical brochure for the sensor as well as the technical reference document for the tender were generated a few minutes apart on March 30, 2023, two days before the publication of the tender itself, and this in the same Microsoft Office version. A public market that Idemia could well win.
