The fatalities are an 18-year-old woman and a 20-year-old man.
Nine victims were taken by ambulance and 20 were taken to area hospitals with injuries sustained in the shooting, the police official said.
The shooting took place early Sunday morning at the 800 block of Gretna Avenue, as the “Brooklyn Day” event was taking place, which brought together hundreds of people.
Police have not yet identified or arrested the shooter.
“I want those in charge to hear me and hear me very clearly. We will not stop until we find you, and we will find them. Until then, I hope that with every breath you take, you think of the lives you have taken Baltimore Mayor Brandon Scott said.
Scott urged anyone with information on the shooter to come forward to help detectives locate the “cowards” responsible for the shooting.
“Make it a family,” the Baltimore mayor urged, reminding grieving people of what happened.
