Lula da Silva says the UN Security Council has lost “credibility” and defends reform

The Brazilian president, Luiz Inácio Lula da Silva, affirmed this Tuesday that the Security Council of the United Nations (UN) has lost credibility because its permanent members wage wars without authorization and defended a reform of the organization.

“The UN Security Council has been progressively losing its credibility. Its paralysis is the most eloquent proof of the need and urgency to reform it, giving it greater representativeness and effectiveness,” said the Brazilian President at the opening of the general debates of ’78. .th UN General Assembly.

According to Lula da Silva, the alleged fragility of the Security Council “results in particular from the actions of its permanent members, who wage unauthorized wars in search of territorial expansion or regime change.”

“Its paralysis is the most eloquent proof of the need and urgency to reform it, making it more representative and effective,” he added.

Lula da Silva, who is in his third presidential term, returns to the UN plenary session after 14 years. The last time she spoke as President of Brazil was at the 2009 General Assembly.

Criticism of global governance was also the theme of the speech by UN Secretary General António Guterres, who highlighted, at the opening of the event, that the United Nations Security Council reflects the political and economic reality of 1945, when many countries now represented in the UN plenary were still under colonial rule.

“The world has changed. Our institutions have not. We cannot effectively solve problems as they are if institutions do not reflect the world as it is. Instead of solving the problems, they risk becoming part of the problem,” Guterres said .

In his speech, the Brazilian president also called for “dialogue” to put a lasting end to the war in Ukraine.

“The war in Ukraine exposes our collective inability to enforce the objectives and principles of the United Nations Charter (…) No solution will be lasting if it is not based on dialogue,” he declared.

Since the start of the war in Ukraine, Brazil has refused to supply weapons to Ukraine or impose sanctions against Vladimir Putin’s Russia.

The Brazilian head of state generated controversy by repeatedly stating that responsibility for the conflict was shared, while condemning the Russian invasion.

“We need to work to create a space for negotiation” between the parties, Lula da Silva reaffirmed at the UN platform, where he also criticized that “too much has been invested in weapons and too little in development.”

The Brazilian president is expected to meet with Ukrainian President Volodymyr Zelensky on Wednesday in New York on the sidelines of the UN General Assembly, after the missed meeting in May during the G7 summit, according to the presidency Brazilian.

A bilateral meeting between Lula da Silva and Zelensky was planned during the G7 in Hiroshima, Japan, but ended up not officially happening due to an incompatibility of agendas.

The Ukrainian President declared, on that occasion, that the Brazilian leader was certainly “disappointed” by this lost meeting. Questioned by journalists after Zelensky’s statement, Lula da Silva responded that he was “not disappointed,” but “annoyed.”
