Otis’s arrival comes just days after Hurricane Norma hit the southern tip of the Baja California peninsula in northern Mexico.
In the Atlantic, Hurricane Tammy continued to move northeast over open waters with winds of 140 kilometers per hour, after passing through the Lesser Antilles over the weekend.
