A bill in this regard will be “presented to the Council of Ministers before the end of the year,” so that “in 2024, women’s freedom to abort will be irreversible,” Macron wrote.
Based on the work of parliamentarians and associations, the draft constitutional law will be sent to the Council of State this week and presented to the Council of Ministers this year-end.

The head of state made this commitment on March 8, International Women’s Rights Day, in response to concerns raised by the annulment, a year and a half ago, of the decision that guaranteed the right to abortion in all states. of the United States.
In France, the right to voluntary termination of pregnancy is currently enshrined in common law dating back to 1975, and its enshrinement in constitutional law would make any future attempts by legislators to abolish or severely limit it difficult, according to its defenders.
According to a November 2022 survey, almost nine in ten French people (86%) are in favor of enshrining the right to abortion in the Constitution.
The latest official figures, published in September, show that the number of abortions in France increased to 234,000 in 2022, after two years of exceptional decline due to the Covid-19 epidemic.
