This Monday, the Council of the European Union (EU) adopted its negotiating position on the new road safety rules, allowing people aged 17 with a driving license to drive, as long as they are accompanied by people over 24 years old.

According to the text approved by Member States – and which has yet to be formally adopted by the EU and the European Parliament – ​​holders of a driving license at the age of 17 ‘may only drive a car accompanied by a person sitting on the bench ‘. front passenger seat, which can provide guidance while driving”.

The supervisor must be at least 24 years old and have held a driver’s license for five years or more.

Newly registered drivers will also be subject to a minimum two-year ‘zero tolerance’ period for driving under the influence of alcohol, and sanctions should also be imposed in case of drug abuse.

Member States should also start issuing digital driving licenses.

Regarding the changes to EU road safety rules, Member States propose to add three more offences: failure to comply with the rules on vehicle access restrictions, the crime of absconding and failure to comply with the rules that apply to level crossings.

In the event of a traffic offense committed by a driver in another Member State, both the report and follow-up documents must be sent in the language of the vehicle registration certificate.

On the other hand, when the traffic violation notice and other follow-up communications are sent in a language that the recipient does not understand, the data subject should be given the opportunity to request the follow-up documents in another official EU language of his/her country. choice, different from the language of the registration certificate.
