Guterres’ “mistake”: “He should have been much more political and not just humanitarian”

The former deputy secretary general of the United Nations, Víctor Ângelo, understands that the UN leader made a “mistake” after invoking article 99 of the United Nations Charter, stating that António Guterres “should have been much more political and not only humanitarian”.

“The Charter of the United Nations in its article 99 speaks mainly of threats to international peace and security and the Secretary General should have been much more political and not just humanitarian and that seems to me to have been a mistake,” argues Víctor Ângelo. , in statements to TSF.

The former deputy secretary general explains that, by being more political, António Guterres would be politically questioning “the American Government”, which this Friday vetoed the UN Security Council draft resolution that demanded an immediate humanitarian ceasefire in Gaza.

António Guterres resorted to the most powerful diplomatic instrument at the disposal of a UN Secretary General, but his objective was stopped by the United States, which Victor Ângelo accuses of being “on the side of the Israeli War Cabinet.”

“The United States was expected to veto this resolution. Unfortunately, the United States is 100% on the side of the Israeli war cabinet, when in reality there should not be a war cabinet, there should be a political cabinet,” he notes. outside.

Victor Ângelo also emphasizes that the “humanitarian issue” raised by Guterres is actually “fundamental”, but considers that his approach should have been carried out differently.

“[A questão humanitária] “should have been raised as an issue that calls into question international peace and security and not just the humanitarian situation in Gaza, which is quite important, but does not exactly fall within the scope of Article 99 of the United Nations Charter,” Explain.

The resolution, drafted by the United Arab Emirates and supported by dozens of member states, was rejected with one vote against from the United States (permanent member, with veto power), 13 in favor and one abstention (United Kingdom).

The Minister of Foreign Affairs, João Gomes Cravinho, already regretted the United States’ decision to reject the call for a ceasefire in Gaza, launched by the UN Secretary General, and insisted on the path of dialogue.

“Of course we regret it. We had precisely supported the resolution that is being vetoed,” said João Gomes Cravinho, to Lusa.

Cravinho highlighted that this is the position that Portugal has adopted and insisted that a humanitarian ceasefire is urgent.
