“A big disappointment.” The lack of agreement postpones the closing of COP28

The 28th Conference of the Parties (COP28) of the United Nations Convention should have already ended, but the world is hardly keeping to schedule when it comes to saving itself. This Tuesday, negotiations continue in Dubai regarding the commitment presented by the president of the conference, which was widely rejected due to a lack of ambition regarding the abandonment of fossil fuels.

In the early hours of the last day, Western and island states, as well as African and Latin American states, reiterated their opposition to the text, during a closed-door meeting. In statements to TSFThe president of the environmental association Zero, Francisco Ferreira, considered that “the agreement proposed yesterday to the countries is a huge disappointment.”

“It was not in line with science, it supported oil-producing countries and was betting on false solutions,” explained Francisco Ferreira, now anticipating several hours of negotiation.

Thus, the attempt by COP28 president Al Jaber to reach a historic agreement at 11:00 a.m. (7:00 a.m. Lisbon time), the anniversary of the Paris Agreement, is lost. A new text should be presented on Tuesday, with “a more ambitious text” on the table.

A moment ago, Ambassador Majid Al Suwaidi and director general of COP28 assured that the president is finalizing a new draft of the Global Assessment based on the red lines presented by the parties during the night.

“We spent the last night discussing and receiving comment and this has put us in a position to write a new text, which includes all the elements we need for a comprehensive plan until 2030,” he stated.

“The text we published was a starting point for the discussion. It is completely normal in a process based on consensus. We knew that opinions were polarized, but we did not know what the red lines of the countries were,” he added.

Fossil energy is responsible for two-thirds of greenhouse gas emissions, which are the root of global warming and accompanying catastrophes such as droughts, heat waves and floods.

In relation to the average global temperature of the pre-industrial era, it could be exceeded by 1.5 ºC in the next decade, if greenhouse gas emissions are not reduced by 43% compared to 2019 by then.
