The incident took place on Friday morning in the provincial capital of Keretsky village, in the mountainous region of Zakarpattia, western Ukraine.
The video published by police on Telegram shows a man dressed in black entering the meeting during a moment of discussion.
The attacker took three grenades from his pockets, released the safety pins and threw the grenades to the ground, causing explosions as those present shouted.
“As a result, 26 people were injured, six of whom are in serious condition,” police said in a statement, adding that the Ukrainian Secret Services (SBU) had opened an investigation into alleged terrorism. The national police has also opened an investigation into the illegal handling of weapons.
Authorities have not yet identified the attacker, but Ukrainian media say he is Serhii Batryn, a member of the city council who belongs to the same party as Ukrainian President Volodymyr Zelensky.
