The Ukrainian government sent a bill to parliament that provides for a reduction in the recruitment age from 27 to 25 and measures for those trying to avoid military service, local television reported.
The measure was announced after the Ukrainian military command proposed the enlistment of 500,000 additional soldiers.
Ukraine faces a Russian invasion from February 24, 2022.
The bill, published by digital television Hromadske, also introduces basic military training for all citizens between 18 and 25 years old, with a maximum duration of three months.
It also provides for optional basic military service up to the age of 25 for those who have not completed basic training.
Deputy Yaroslav Zalizniak said that the bill also contains temporary measures in case of failure to appear before the military commissariat, as reported by the Spanish agency EFE.
Despite the ban on leaving the country for people of military age, with some exceptions, German authorities estimate that around 190,000 Ukrainians between 18 and 60 years old reside in Germany alone.
Germany took in around a million Ukrainian refugees.
To prevent them from evading their obligations to the military, the State can prohibit them from traveling abroad and carrying out transactions with movable and immovable property, according to the bill.
It may also restrict the right to drive vehicles and obtain a driving license, prevent access to bank credit or suspend State benefits and services.
Persons of service age in the Armed Forces who are abroad may only receive a passport upon presentation of documents proving their registration in the military registry.
The Government proposes to give soldiers released from captivity the opportunity to rest and recover by granting them additional leave while maintaining monetary support for 90 days.
It also proposes that recruits who performed military service during martial law and were released from reserve duty not be recruited again during mobilization before two years have passed.
The number of civilian and military victims of the nearly two-year war is unknown, but several sources, including the UN, admit it will be very high.
