Rashwan said the framework was drawn up after Egypt “listened to the views of all parties involved,” which he did not name, and is a proposal that includes “three successive and interconnected phases, culminating in a ceasefire.”
The head of the Egyptian State Information Service did not give further details about the phases in question.
“Once responses from interested parties are received, the proposal will be elaborated in detail and announced in full to the Egyptian, Arab and international public,” he concluded.
Palestinian and Egyptian sources familiar with the talks told the Spanish agency EFE on Tuesday, on condition of anonymity, that Egypt proposed to the Islamist group Hamas and Islamic Jihad a “Palestinian national dialogue” to end the division between the different factions and form a technocratic government in the West Bank and Gaza.
This Government would oversee the reconstruction of the Gaza Strip and pave the way for Palestinian parliamentary and presidential elections.
