Diffusion of almost 24 billion euros: Europe is now helping Ukraine much more than the United States

The data published by the Kiel Institute reveal that the help granted by European countries to Ukraine exceeds 23 billion euros in the United States.

As of February 28, 2025, the total amount granted by all European countries since the beginning of the conflict in 2022 had increased to 137.9 billion euros, against 114.3 billion euros for the United States. US military aid, however, is slightly larger: 64.6 billion euros, or approximately one billion more than European military aid.

The United States made its greatest donation between October and December 2024, or 26.8 billion euros, before the change of administration. American AID has been exhausted since: the last help package, whether financial, military or humanitarian, for an amount of 480 million euros, was assigned on January 9, a few days before Donald Trump’s enthronement as president of the country.

The manager of the “Ukrainian support tracker” of the Kiel Institute Taro Nishikawa declared in a press release that “the recent rest in US aid increases pressure on European governments to make more, both in terms of financial and military assistance.”

European disparities

In Europe, the amounts assigned to Ukraine differ according to El País, which varies almost simple to triplicate during the January 2025 period. The Kiel Institute document specifies that the United Kingdom allocated 360 million euros to Ukraine, is less than Germany (410 million), Norway (610 million), Denmark (690 million).

In the upper part of the classification is Sweden, which spent 1,100 million euros to help Ukraine during this period. France has granted additional help of 2 billion euros in March.

The contrast is also remarkable with respect to the part of the GDP assigned to help Ukraine: it is 2.3% for Estonia and Denmark, 1.9% for Lithuania, 1.5% for Latvia, while it does not exceed 0.5% for Western countries (0.1% for Italy and Spain, 0.2% for France or 0.4% for Germany).

The previous report of the Kiel Institute demonstrates that it is the increase in the support of Western Europe (Germany, Spain, France, Italy, the United Kingdom) that could partially or completely replace US aid.

“If the five main European countries did it as much as the Nordic or Baltic countries, Europe could largely compensate for the United States deficit, particularly with respect to financial aid,” said monitoring manager Christoph Trebesch.
