Russian attacks in Ukraine: the Pentagon denounces a “war crime”

The US chief of staff considered that the attack on the Ukrainian electricity grid caused “unnecessary suffering to the civilian population.”

US Chief of Staff General Mark Milley said Wednesday that Russia was “losing” on all fronts in its war in Ukraine, denouncing Russian attacks on power grids across the country as a “crime.” of war”.

“Deliberately targeting the civilian power grid, causing excessive collateral damage and unnecessary suffering to the civilian population, is a war crime,” General Milley told a news conference.

Russia carried out massive attacks against Ukrainian civilian infrastructure across the country on Tuesday, including near the border with Poland, leaving millions of homes without power, according to Kyiv.

The senior US official estimated that about “a quarter” of Ukraine’s population lost power due to this missile barrage, at least “about 60, maybe as many as 90 or 100,” he said, speaking of the “greatest wave of missiles”. fired at Ukraine since the beginning of the Russian invasion on February 24.

Failures but not a defeat

Citing the multiple failures of the Russians, including the recent withdrawal from the city of Kherson, the US general lamented that Moscow has decided to wage “a campaign of terror, a campaign aimed at inflicting maximum suffering on the Ukrainian civilian population, in order to break them the moral”.

“They failed in their strategic objectives and now they are failing operationally and tactically,” he continued.

Despite this, General Milley expressed skepticism that Ukraine could militarily dislodge Russia from all the territories it occupies in the country, including Crimea.

“The probability of a Ukrainian military victory, driving the Russians out of all of Ukraine, including… Crimea, the probability of that happening in the short term is not very high militarily,” he said.
