In addition to Catalonia, several regions of the north and east of Spain were placed on orange alert due to these heavy rains, including Aragon and part of the community of Valencia.
This region had been affected at the end of October by an episode of tragic torrential rains that left 227 dead. The authorities, especially regional, had been criticized for their lack of preparation and response capacity.
