EC wants to validate a driving ban announced in a Member State for the entire EU

The European Commission this Wednesday proposed measures to strengthen road safety in the European Union (EU), providing for a driving ban on a scale of 27 when determined by the authorities of the Member State that has convicted serious offences.

The proposal to introduce a new system will allow for disqualification at EU level when a Member State decides to disqualify a driver for a serious crime committed on its territory, such as speeding, drink-driving or drugs and any traffic violation resulting in death or serious bodily injury.

The College of Mayor and Aldermen also proposed to be the first in the world to introduce a digital driving license to simplify the recognition of driving licenses between Member States.

The minimum age to start driving lessons and obtain a driving license in the EU is now 17, the age at which accompanied driving is mandatory and ends at the age of majority.

The European Commission’s proposal, which will have to pass scrutiny by the European Parliament and the Council of the EU, also provides for a probationary period of at least two years for new drivers and a zero-tolerance rule for drink-driving. .

The college of mayor and aldermen justifies this measure by pointing out that, although young people make up only 8% of car drivers, drivers under the age of 30 are involved in two out of five fatal collisions.

Last year, more than 20,000 people died on EU roads, and the majority of those killed were pedestrians, cyclists and users of scooters and motorcycles.
