The city of Quelimane, in central Mozambique, has no electricity or telecommunications after Cyclone Freddy hit the mainland for the second time last night near the provincial capital of Zambézia.
“The situation is chaotic,” said a reporter for Mozambique Television (TVM), through a satellite connection.

The wind is slowing down, but it is still raining hard and it is not easy to move because there are fallen trees, as well as power poles and other structures.
The houses are damaged, the majority of precarious construction, in addition to damage to infrastructure such as schools and health facilities, especially the roofs.
There were still no conditions for the authorities to update the damage balance, maintaining the information of a death registered on Saturday after the collapse of a house in the Maquival village due to bad weather.
The authorities recommend that the population remain in sheltered areas.
The National Institute for Disaster Management (INGD) has opened reception centers and has launched alerts in recent days for the population to leave precarious houses and riverside areas or areas that are usually subject to flooding.
Cyclone Freddy has already weakened and is now a tropical storm, but it is still expected to bring heavy rain through Wednesday to central Mozambique.
It is the second time that the weather has hit the country, after a first blow on February 24, which caused 10 deaths due to adverse conditions over several days.
