The Senate votes to reassign cars destined for scrapping to the most precarious ones

A device voted unanimously

“Tens of thousands of vehicles are being scrapped, even though millions of fellow citizens have no means of transportation in rural areas.” Faced with this paradoxical observation, Senator Jacques Fernique proposed a measure voted unanimously in the upper house, dominated by the right and the center.

This provides that local entities, through the mobility organizing authorities (AOM), can recover certain vehicles that can benefit from the conversion bonus, so that they benefit “socially disadvantaged” people through rental systems. a few tens of euros a month. Under the Senate mechanism, gasoline vehicles classified as “Crit’Air 3” or less would be affected.

The conversion bonus system allows individuals, subject to income conditions, to obtain aid to purchase a low-polluting vehicle in exchange for scrapping an old vehicle.

“It is practical, it is concrete, it is useful”

Several associations and other solidarity workshops throughout France already offer this type of rental service at a lower cost for the most vulnerable, based mainly on vehicle donations. Structures that often struggle to renew their fleet.

“It is the emblematic text of field ecology: it is practical, concrete, useful and behind it there is a certain ecological interest,” said the president of the environmental group Guillaume Gontard.

The Government was very interested in the proposal, although it would have preferred to require that reused vehicles undergo a “retrofit” aimed at converting them into electric vehicles or plug-in hybrids. An amendment rejected by the Senate.

“Partial decontamination, although not a perfect solution for decarbonization, is already progress,” explained Transport Minister Clément Beaune. “We certainly would have focused more on the system… but I will support this bill with a number of necessary improvements.”

The Senate bill must now continue its journey through the National Assembly, potentially in a “niche” reserved for the environmental group, before being definitively adopted.
