Nearly 15,000 people have been victims of an uninsured driver since the beginning of the year

In 2021, a specific guarantee fund paid more than 118 million euros in compensation to more than 23,000 victims of drivers in default of insurance. This figure could rise again during the current year.

Uninsured drivers continue to be involved in traffic accidents. According to the latest barometer of the Victims Guarantee Fund (FGV), 22,983 people were victims in 2021 of a motorist, cyclist, skier or driver of a self-propelled personal transport device such as an electric scooter who was in default of insurance. More than a third of these victims were injured or even died as a result of the accident.

“With nearly 15,000 new victims treated in the first half of 2022, the trend indicates a return to the level of non-insurance prior to the health crisis,” the study indicates.

The FGV is made up of two entities: on the one hand, the Guarantee Fund for victims of acts of terrorism and other crimes (FGTI) and on the other hand, the Guarantee Fund for compulsory damage insurance (FGA0). Last year, the latter paid more than 118 million euros in compensation to victims, including almost 110 million to those injured or killed. The Fund “then turns against the perpetrators to obtain reimbursement of the sums paid”.

Especially young men with low incomes.

The Victims Guarantee Fund has managed to draw up a “type profile” of uninsured drivers. In 80% of cases they are men and almost two out of three are under 35 years old and/or have low incomes. Therefore, the FGV tries to act with the owners of vehicles that circulate on the road and that do not appear in the file of insured vehicles that lists 56 million motorists. Since 2019, they have been sent nearly 100,000 prevention letters to “alert them of the risks and legal proceedings to which they are exposed and invite them to regularize their situation.”

In addition, the FGAO also acts outside the strict framework of the accidents generated. Thus, this year a working group was launched together with public authorities, insurers and mobility experts and agents. The objective: to present “proposals for young drivers in a precarious economic situation”. To do this, this working group invests three axes: analyze the economic factor that justifies the lack of insurance among a certain number of young drivers in France, consider proposals with a view to facilitating access to insurance and list the innovative initiatives of all those involved on the issue of reducing the risk of additional car premiums for young drivers.
