“The President of the Republic has announced the implementation (next year, editor’s note) of this system and therefore, obviously, we are going to work on it,” the Minister of Public Accounts told FranceInfo radio on Thursday, recalling the need for “more specific mechanisms” than the discount at the pump, which “is very expensive”.
In the financing bill for 2023, an allocation of 1,500 million euros has been foreseen, but it will be “perhaps a little less, perhaps a little more,” Gabriel Attal specified.

“You have to define the parameters,” he added before reminding those who had been selected during the summer: “You have to declare the income from the activity to the Treasury (…) have a car, so you have a driving license and a gray card ( …) and have a certain level of income.
“What I had planned for this summer is that half of those who work can benefit, I think there are 11 million households,” the minister said again, taking care not to give precise calendars and criteria.
A website should allow to cross the fiscal data and the number of the gray card to unlock the aid “in a few days”, however, he assured.
The state has extended its 30-cent-per-liter discount at the pump through mid-November before moving to 10 cents through the end of the year. Bercy keeps repeating that this device must not be extended and must be replaced by more specific measures.
The new device should make it possible to help the French “who need their car to go to work, who are middle class and who are suffering from rising prices,” said Gabriel Attal.
