Vehicles that emit 113 grams of CO2 per kilometer will be subject to the system on January 1, 2025. This threshold was until now 117 g/km of CO2.

Car manufacturers must look with sadness at the announcement of the 2025 finance bill. The text, presented on Thursday by Bercy, notes the tightening of the ecological penalty to “encourage the energy transition of vehicles.” All in a “multi-year perspective to give visibility to economic actors.”

Currently, the system affects all private vehicles whose emissions level reaches or exceeds 118 grams of CO2 per kilometer. This threshold will be reduced to 113 grams on January 1, then to 106 g in 2026 and to 99 g in 2027. Obviously, the buyer of a vehicle that emits 113 g/km of CO2 will now have to pay an additional 50 euros.

80% of vehicles affected in 2027

This amount changes depending on the level of CO2 released. Thus, with 137 g/km of CO2, the penalty applied is 150 euros. It costs 540 euros for 135 g/Km of CO2. “To target vehicles with higher emissions, their maximum price will simultaneously increase by 10,000 euros per year until 2027,” the text reads. Currently, this amount is 60,000 euros for a vehicle that emits more than 193 g/km of CO2.

According to the Dataneo company, the percentage of vehicles affected by a sanction will reach 80% in 2027, while it is currently 40%. “This would represent a 100% increase, or a doubling of the number of vehicles subject to the penalty between 2023 and 2027,” responded Mobilians, the professional organization of manufacturers in a press release.

300 million additional income

At the same time, this twist is accompanied by an increase in the weight penalty. The threshold for applying the tax will be reduced to 1,500 kg in 2026, compared to 1,600 kg currently.

“The benefit of the reduction that all non-rechargeable hybrid vehicles benefit today will be limited only to environmentally efficient vehicles,” the text explains.

According to simulations carried out for the sector, the State’s income from the penalty (ecological and by weight) could go from 630 million euros this year to 2,210 million next year. Then they would reach 3,270 million in 2026 and 4,440 million in 2027. That is, seven times more in four years. Less ambitious in its calculations, the government has 300 million euros of new income in its finance bill.
