Already a year. The technical control for category L, mainly 2-3 wheels and cars without a license, entered the application on April 15, 2024 after long months of debate on the interest of this measure, strongly disputed by the users in question.
But what evaluation can we do after this first year? In total, 1,325,116 vehicles approved this technical control, indicates a press release from the MotoVission Network, with figures provided by the UTAC-OTC Central Technical.
30% counter-visits for license cars
Of these more than 1.35 million vehicles, 12% had to go back (that is, 159,000 additional controls), which remains quite low if we compare with the same rate of private vehicles and public services, with 19.44% of contractrips in 2024.
However, there is a strong disparity in this evaluation of category L according to the types of vehicles, with only 10% of motorcycles for motorcycles (1,030,800 L3 controls), but 28% for cyclomotor (139,600 controls) and 30% for cars without allowing (60,265 controls).
“The main failures observed are related to the tires (used or inappropriate), contaminating uncomplicated emissions and plaques,” said the motorcycle press release.
In cars without a license, the tires stand out in 5%of the reasons for the counter-visite, compared to pollutant emissions (4%) and plate defects (1%).
In this first year of implementation, vehicles whose first record had been made before 2017 were called to carry out this periodic control. We can also add vehicles for more than five years sold to be used, for which it is now necessary to have technical control of less than six months.
In 2025, even for this category L, were the vehicles whose first registration was carried out between January 1, 2017 and December 31, 2019 that are affected by periodic technical control.
New control points this year
If in this first year, counter-vissite rates could be higher due to this age criterion, new control points will be introduced in the coming months, which could increase the number of failed vehicles.
Until now, in fact there are nine controlled functions, motorcycle note: “vehicle identification; braking equipment; address; visibility; lights, reflective devices and electrical equipment; axes, wheels, tires, suspension; chassis and chassis accessories; other equipment; discomfort.”
All with 77 control points to potentially identify “163 failures, including 86 older, and nine criticisms, which can trigger a counter-vissite.”
