Driving without insurance: the guarantee fund compensated more victims last year

The Victims Guarantee Fund (FGV) informs an increase in the number of accidents caused by a driver without insurance or unknown this Friday, June 27.

The Victims Guarantee Fund (FGV), which compensates for the victims of traffic accidents caused by a driver without insurance or unknown, deplores this Friday, June 27, an “worrying” increase in the number of interested people and alerts about the non -safety of cars. 243,000 crimes were registered for the lack of insurance insurance in 2024, the press release specifies.

A crime that also refers to those who roll in scooters. According to the FGV press release, “8.6% of electric scooters are involved in an accident caused by an unwanted driver.”

They are also subject to the obligation of insurance, these devices are now, after cars, the category of vehicles most involved in accidents whose victims are treated by the FGV, in front of two -wheeled vehicles.

Last year, the guarantee fund paid almost 123 million euros to compensate 7,996 victims, a 3.3% figure compared to 2023. Among these victims, 168 people died and their relatives received financial support.

“This increase in the number of supported victims (…) is worrisome,” observes the background in its annual barometer, remembering that “circulating with a vehicle without insurance is a crime.”

If the number of victims served increases, the fund paid generally lower quantities: in 2023, 137.4 million euros had been paid at 7,744 compensated victims.

Scooters accident increase

Beyond the persistence of cases of breach of this obligation of insurance related to the “road crime”, the increase in FGV activity in 2024 was also fed by an increase in the number of victims of drivers who committed a flight offensive (+8.8%).

Another engine of this increase: the multiplication of accidents involving “Motorized Personal Movement Devices without insurance, mainly electric scooters (98% of cases), but sometimes also beacons, hoverboards or monorueos.

In 2024, the fund took over 446 people injured in accidents caused by these machines (+22% compared to 2023) and their compensated relatives of five deaths.

A consequence of inflation

The FGV also emphasizes that some people are led to “ignoring insurance” for economic reasons, especially when inflation is high as in 2022-2023. In fact, workers, students and unemployed are overrepresented among unnecessary drivers, half of whom are young.

But breach of the insurance obligation remains a “bad choice”, insists on the FGV in a press release.

“It is even the worst of the bets,” said FGV director of the FGV on RMC Friday, Julien Meeting, “since if he is reviewed for not being sure, he will incur a very heavy fine of 750 euros or much more in case of recurrence”, but also to obtain his hands in the portfolio “if it causes an accident.”

In practice, after having compensated the victims, the fund, whose resources come from a contribution collected in each automotive insurance contract, resorts to the unsecured drivers to obtain the reimbursement of the sums sometimes very large paid to the victims, increased by 10%. In the case of an accident, the responsible driver will borrow with the FGV “for many years, even for life.”
