Why fraud is exploding in the highway code exam

Since 2016 and the possible outsourcing of the highway code exam, cases of fraud in this mandatory step before obtaining the license are increasing. Explanations.

40% fraud in the examination of the highway code. This is the astonishing figure that Annaïg Serpin, regional delegate of the inspectors union, Snica-FO, anticipates in an article published by the telegram.

“Cheating has a great impact on the highway code, there is a hole in the racket,” Patrick Mirouse, president of the ECF driving school network, confirms this Wednesday at BFM Business.

“The driving school unions in general are stepping up, the networks too. We need to carry out a much more massive control, but we are entering police controls and it is very difficult. We are not investigators, the driving schools”, continues Patrick. mirouse.

According to her, a direct consequence of the outsourcing of this exam: clearly, since 2016, private companies approved by the State can pass this test, which is mandatory before taking the driving license practical test.

Fake certificates and identity theft

“Today there are eight approved examination bodies: SGS (ObjectifCode), La Poste, Code’nGo! (Bureau Veritas), Pointcode (Pearson Vue), Dekra, FranceCode, Exacode and Easy Code as of August 2022. Each service provider has their own centers”, recalls the Breton regional newspaper.

The article evokes real organized networks, which can, for example, give certificates of success in the highway code exam, with an invoice announced at 1500 euros. 10 people were charged last year, suspected of such trafficking in Toulouse, in the Paris region and in the Jura.

Another scenario: “classified ads” on social networks offering to pass the code for you against 300-400 euros.

The pitfalls of outsourcing

This phenomenon of fraud has not escaped the attention of Patrice Bessone, national president of education and road safety within the professional union of the Mobilians automotive trades.

“The problem is that some operators turn to auto-entrepreneurs to supervise these tests, which leads to these excesses, while the same is not the case with those that only use employees, who are much more identifiable in case of controls,” he explains. .

Mobilians thus pushes the State to reinforce the conditions of approval and to oblige this resource to the employees to supervise these exams.

A fraud that can be expensive

For Patrice Bessone, this fraud is also very risky for students, especially for young people.

“Novice drivers risk losing twice: already with scammers who sell this benefit around the highway code exam, then while driving, with at least 10 hours needed to catch up on the lack of knowledge of the code With an hour of driving billed between 50 and 60 euros, the additional cost is enormous”, estimates Patrice Bessone.

He also points out the risk of being caught in the event of a control after passing the practical driving license test, which leads to a verification of the documents by the administration. If a fraud is proven at the level of the highway code examination, everything must be redone.
