Faster, better financed: this law aims to facilitate the processing of the driving license

Parliament finally approved a bill on Monday that aims to make the approval of a driving license more financially accessible. You also want to reduce the time between two exams.

It was a long-awaited law to simplify the conditions for obtaining a driver’s license in France. Parliament definitively adopted this Monday the text “intended to facilitate the passing and obtaining of the driving license exam”.

Bill presented by two Renaissance deputies, Sacha Houlié, also president of the Law Commission of the Assembly, and Aurore Bergé.

The National Assembly, therefore, voted this Monday June 12 for the last time and almost unanimously (70 against 1) this text.

The bill provides for a new digital platform, “a young person, a permit”, in order to identify all state and community aid. The candidate will only have to indicate his zip code to know the financing available in his territory.

The platform will be managed by Pôle emploi, according to an amendment presented by the government.

Financing through the CPF for other permits

The text also opens financing through the personal training account (CPF) to all types of permits, in particular motorcycles, as of January 1, 2024, while currently it only deals with B permits, heavy vehicles. and buses.

The CPF made it possible to finance 322,000 driving licenses in 2021, or 28% of the permits issued that year, two-thirds of the beneficiaries being people under 35 years of age.

towards shorter deadlines

As for the deadlines, in order to offer more examination places, the authorization for public or contractual officials to pass the practical qualification test will be extended to the national level.

The senators have wanted to make the text more restrictive by asking for “a sufficient number of agents to guarantee that the average time between two” passes of the permit by the same candidate “does not exceed forty-five days.”

With a favorable opinion from the government, the Senate added an amendment that aligns the penalties for assaulting a traffic examiner with those for assaulting a driver’s license inspector.

The text also provides for a report to study the possibility of lowering the age for obtaining a driving license to 16 years, instead of 17 or 18 years. Currently, young people who obtain the license after having practiced driving with an escort can pass their driving test at the age of 17, but they will not be able to drive until they turn 18.
