The party leader of the PS announced on Thursday that his cabinet has included a clarification rule on access to income support in the context of the amendments he is submitting to the series of government diplomas on housing.
This initiative was conveyed by Eurico Brilhante Dias in statements to journalists at the Assembly of the Republic, but without specifying the meaning of this line.
On the 31st, the Secretary of State for Tax Affairs signed an order that will change the rules in the government decree for the granting of this income support, sparking protests from the Left Bloc, PCP, PSD and Chega.
According to Eurico Brilhante Dias, “the series of amendments proposed by the PS Group has had an illuminating line from the start”.
“It is a standard that we present under the amendments to the package [legislativo do Governo] More housing,” he said before trying to highlight the social impact inherent in the measure taken by the socialist executive.
“When income support was presented, the government defined a support target, a universe of families and additionally an expenditure to support this group of families. reached – and we know that the budget line of about €240 million of expenditure will be met,” he said.
Regarding the possibility of the government trying to reduce the number of people covered by the measure, through an interpretative decree law, the chairman of the Socialist Bank has submitted this question to the Ministry of Finance.
“The issue of reading between the decree and the dispatch, as far as I know, the Ministry of Finance itself has already communicated that it would always be available to provide clarification. It is not for the PS faction to interpret the will . from the Ministry of Finance. , within the framework of our coordination, the PS group has submitted an amendment proposal in this regard,” he insisted.
The decree law that sets the rules for granting leasehold support stipulates that the annual income to be taken into account is “the total income calculated by the Tax and Customs Administration (BT) for determining the rate”, i.e. the taxable income.
However, the decision of 31 May takes as the basis for calculating this aid gross income – the taxable amount plus specific deductions – to which is added other income that is taxed at special rates, such as alimony or capital gains.
On Wednesday, the Bloco de Esquerda and the PSD announced that they would like to hear in parliament the ministers of finance, Fernando Medina, and of housing, Marina Gonçalves, about the government’s report on rent support.
In turn, Chega announced that it had asked the Ombudsman to “promptly issue an opinion” on the “constitutionality and legality” of the Treasury Department’s rent support decision and questioned the government on the matter.
The PCP asked the finance minister this Thursday if he confirms that he has issued guidance for a reduction in income support, as if true, it is an unfair and illegal measure that goes against the decree-law approved by the government.
