Arrested this Monday by a passerby, the mother of a 33-year-old unemployed man, Emmanuel Macron assured her that going “for a walk with you tonight in the Old Port there are sure to be 10 job offers for your son.” So 10 job offers in the Old Port, really?

When you do a search on Google job search, there are actually a number of jobs immediately available in the area in question. A great twenty precisely, ranging from a member of the Burger King team, manager of the food halls, head waiter at the Sofitel hotel restaurant, waiter at La Résidence du Vieux Port restaurant or receptionist at the Hotel Montgrand. Some seasonal jobs, but most are permanent.

Same observation by BFMTV that identified 11 job vacancies in the restaurants of the Old Port in just over 2 hours. Works as waiters in special rooms and kitchen assistants. At Grandes Halles du Vieux Port alone, there are currently eight unfilled vacancies.

“Restoration is a profession”

The head of a Marseille brewery explains that he has signed 11 employment contracts in recent months, nine have left.

The phenomenon does not concern only Marseille. Despite a 7% unemployment rate, Dares counted some 380,000 job vacancies in the country in the first quarter of 2023. There have always been vacancies, but here we are reaching levels never seen in the country. This is 73% more than before Covid in 2019 for example.

Never have so many French people been employed since 1975

Does this mean that the French no longer want to work? This is not what the INSEE data on employment show. With an employment rate (proportion of the total population employed) close to 69% in 2023, never since the institute measured it in 1975 has it been so high. Only 64% were like that in 2011. It is difficult to speak of disaffection for work.

On the other hand, with an unemployment rate of 7%, the lowest in 40 years, the country has reached the hard core in terms of integration. It is about looking for people far removed from employment, particularly young people who have disassociated themselves from it.

This is called the “Neets” in the social nomenclature. An acronym meaning “Not in Education, Employment, or Training.” These are young people who are no longer in school, who do not have a job and who have no training. They are completely disconnected from the world of work, have transport difficulties, are desocialized and for whom even answering a job advertisement in the Old Port can be a test.

The INSEE estimates that these young “Neets” represent 12% of young people between the ages of 15 and 29, but more than 18% if we limit the age group of 20 to 24 years, that is, a total of almost 1.5 million of people. It is to put these deserters, as well as RSA beneficiaries, more than half of whom are not registered with Pôle Emploi, in the footsteps, that the government will create France Travail.
