Start program that guarantees a salary of 1330 euros gross to qualified young people

It is a measure that aims to combat precarious work and was proposed in the social dialogue at the end of March. The “Avançar” program will be presented today at a public session in Lisbon, in the presence of the Minister of Labour, Ana Mendes Godinho. The aim of the government is that the incentives of the program will lead to companies permanently employing 25,000 young people with a diploma, master’s or doctorate for a salary of at least 1,330 euros per month.

“The program aims to encourage the permanent recruitment of qualified young people with a basic salary equal to or above EUR 1,330 and consists of financial support to companies with a value between EUR 8,600 and EUR 12,400, plus 50% discounts on contributions to social security,” the Institute of Employment and Vocational Training (IEFP) explained in a statement.

The new support also provides that the recruited young people will receive a monthly stipend of 150 euros paid by the IEFP for one year. In the preliminary draft submitted to the social partners, this grant was reserved for salaries of up to EUR 3,800 gross per month.

The amount of the incentive is 8,600 euros, but the program provides for a series of increases that can increase the value to 12,400 euros, in the case of hiring young people with disabilities and disabilities, a job created in the country, when there a collective bargaining agreement, when it comes to employing qualified young people in a situation of long-term unemployment or qualified young people “of the sex underrepresented in the profession”, explains the IEFP.

To benefit from the incentive, companies “must ensure that net jobs are created and that the level of employment achieved through the aid is maintained for at least two years; vocational training is provided to the hired worker; their tax and premium situation is regularized and not in default with regard to financial support from the IEFP and funding from European funds; have no back wages, nor have been convicted of breaking labor laws,” said the preliminary document sent to the social partners in March.

This Monday’s event will feature the presentation of the study “Portrait of Youth Employment in Portugal” by Paulo Marques, Professor at ISCTE-IUL, and a debate on “Youths and the Labor Market: Challenges and Actions”, with presence of João Figueirinhas (FRVR), Susana Silva (El Corte Inglés) and Glória Liberal (member of the IEFP Board of Directors).
