Unemployment insurance reform: what the French think

53% of the French declare themselves in favor of the unemployment insurance reform which foresees a modulation of the compensation rules according to the economic situation. But the government project is mainly supported by those who are unlikely to be affected.

After the traditional summer recess, the return to parliament opened this Monday with the examination of a first bill in the National Assembly: that of the unemployment insurance reform.

Through this controversial text, the Government wants to be able to modulate the compensation rules for the unemployed according to the economic situation and the situation of the labor market. “When things go well, we tighten the rules and, when things go wrong, we relax them,” summed up Labor Minister Olivier Dussopt. A project supported by 53% of the French, according to the Odoxa barometer for BFM Business, Abeille Assurances and Challenges.

If the unemployment insurance reform is approved by a small majority of French people, it is especially applauded by those who will be affected little or not at all, in this case the executives (65% are in favor) and the over-65s (the 68%). On the contrary, 57% of the working classes and 83% of the unemployed are against the government plan.

The cleavage between the different political sensitivities is also observed. Thus, 86% of the supporters of the majority and more than three quarters of the supporters of LR (78%) support the reform of unemployment insurance, while two thirds of the supporters of the insubordinate France (66%) and 58% of RN and are hostile.

Among the criteria to be taken into account to vary the compensation rules, the expulsion from Pôle emploi of the unemployed who twice reject a “reasonable job offer” is the most supported (60% are in favor).

In the event of an improvement in the economic situation, the majority of respondents also approve of reducing the duration of unemployment benefits (56%) and increasing the working time needed to obtain unemployment rights (54%). On the other hand, there are a minority (46%) who want to reduce the amount of unemployment benefit paid to the unemployed when the labor market is doing well.

The unemployed are not responsible for the current situation of 52% of the French

Although the majority of the French are in favor of stricter rules on unemployment benefits in the event of a recovery in the labor market, 52% consider that the unemployed are not directly responsible for the current paradoxical situation characterized by an unemployment rate that continues to still high and hiring difficulties at record levels.

Asked why hundreds of thousands of jobs do not find candidates, 33% of those surveyed believe that the explanation lies in the working conditions that have deteriorated (insufficient wages, work considered too arduous, shortened hours… ). Nearly one in five (19%) also say that the jobs on offer do not fit the profile of today’s unemployed. Obviously, their skills are not in line with the needs of companies.

By contrast, 47% of French people believe that the unemployed are turning down jobs they could take because of the generosity of the unemployment insurance system. A position shared mainly between supporters of 65 years and over (58%), Renaissance (62%) and LR (67%).
