The Minister of Economy, Bruno Le Maire, proposed on Friday to generalize electronic invoicing for companies in 2026, after the postponement this summer of this measure presented as a step forward in terms of simplification and the fight against fraud.
The entry into force of the electronic invoice, scheduled for July 1, had been postponed indefinitely for this reform to be successful.
3 step calendar
He presented a calendar in three stages: testing of the platform in 2024, testing of this platform in 2025 “on a voluntary basis” and “final implementation” of electronic invoicing in 2026.
In short, the digitization of the invoices that companies send to each other should affect no less than 4 million companies.
The aim of the reform is at the same time to reduce the administrative burden on companies, strengthen the fight against fraud and “improve real-time knowledge of the business economy”, according to the General Directorate of Public Finance (DGFiP).
Apologies for the one stop shop
Furthermore, Bruno Le Maire presented his “apologies” to the companies affected by the dysfunctions of the single window, launched on January 1 with the ambition of simplifying administrative procedures. “The idea was excellent. The execution left much to be desired,” admitted the minister.
The Single Window for Business Procedures is an Internet platform that constitutes the only entry point to register the creation of a company, modify its statutes or declare the cessation of activity.
But flaws were observed in certain procedures, particularly modifications and terminations, at this counter that replaces, in a fully digital version, the six former Business Procedure Centers (CFE).
“We have put this reform back on track,” said Bruno Le Maire. “I am sure that in a few months, maybe a few years, the initial errors will be nothing more than a bad memory, and everyone will be able to say that we will have an efficient and modern system at our disposal.”
