The immigration law reaches the Senate benches this Monday. With one article at the center of all debates: article 3, which provides for the regularization of undocumented workers in so-called “shortage” professions. According to the latest study by Dares, the statistical service of the Ministry of Labor, tensions in the labor market are currently reaching their highest level since 2011.
According to Dares, eight out of ten professions were in high or very high stress in 2022, or 87% of employment. A year earlier, there were still seven professions out of ten. The reason: the intensity of hiring, which is increasing, and, at the same time, the lack of available labor, which has also increased.
Construction and industry are the most affected sectors: in total, 27 professions among the top 30 are part of these two sectors. First we find the mechanics and metalworking technicians, followed by the electrical and electronic designers and then the adjusters. Construction engineers, construction managers and construction managers come in fourth place. Electricians, IT project managers and even mechanical designers are also experiencing strong tensions.

The tertiary sector is not spared either. This is the case, first of all, for nurses and midwives, for example, due to the lack of available labor. But tensions also affect less-skilled professions, such as security guards and hotel and restaurant employees, where undocumented workers are widely present.
In general, tensions are increasing, especially in sectors affected by health limitations until 2021. The health crisis has been a real turning point in the hotel and restaurant sector, where employees demand better working conditions and salary increases. Employers have understood this well, since the sector has implemented two successive salary increases, with a salary increase of 16.4% in 2022 and 5.2% in 2023.
