Secu Budget: 400 million more deficit after 49.3

Taken from behind by the opposition since the first articles of its Social Security funding bill, the government has taken responsibility for the “revenue” section of the budget by including several costly amendments.

The “income” part of the Social Security budget, approved thanks to the use of 49.3 on Thursday, revises the 2023 deficit upwards by 400 million euros, to 7,200 million, to take into account the “impacts ” of the amendments withheld, explained the Ministry of Health on Friday.

Taken from behind by the opposition since the first articles of its Social Security funding bill, the government has taken responsibility for the “revenue” section of the budget by including several costly amendments.

Gradual increase in taxes on heated tobacco, expansion of the social niche for seasonal farmers, new old-age contribution exemption for retired doctors… “All this has implications” and justifies “harmonizing the accounts,” underlines the ministry.

Consequently, instead of the 6.8 billion initially forecast, the deficit is now estimated at 7.2 billion next year.

Board

A board of 400 million that also includes a measure of the part of “expenses”, which remains to be examined in session. But this revaluation of the “floor rate” of home help is considered “sufficiently consensual” to be “adopted, logically”.

However, the executive denies having drawn up a new 49.3 on this aspect. “We want to have a debate,” says the ministry, whose “goal is to have a discussion with all opposition groups.”

Subject to the rejection of the motion of censure presented by the left (Nupes), the exam in session will have to resume on Tuesday afternoon, adds the same source.

Other amendments “will be incorporated into the text”, indicates the ministry, among those “that have received a favorable amendment in committee and that we know will collect a majority in the chamber”, particularly in terms of access to care.

Minister François Braun “wants to take very strong measures”, in particular in terms of prevention and “inequalities in health”, affirms his entourage, while immediately ruling out “limitations on the installation” of doctors.
