“It is not because of some abuses that we should punish 5 million agents”: the CFDT opposes the increase in waiting days

Invited to the set of BFMTV, the general secretary of the CFDT Public Service criticized the government’s plan to increase waiting days from 1 to 3 days in the public service.

New clamor in public service. On Sunday, the Government detailed 5 billion euros in additional savings, of which 1.2 billion euros are expected by increasing waiting days in the public service: their number would rise to three days compared to one currently. . Another measure would be to limit the remuneration for the first three months of ordinary sick leave to 90% instead of the current 100%.

“We are based on an observation which is the sharp increase in absenteeism in the public service in the last ten years. In ten years, the number of days of absence has increased from 43 million days in 2014 to 77 million days in 2022. This represents an increase of almost 80%,” argued the ministerial services. But this argument is not to the liking of the CFDT.

“Doubly penalized” agents

Guest on the BFMTV program on Monday morning, the general secretary of the Public Services section of the union organization refutes the term “absenteeism”. “We don’t have agents who try in every way not to come,” says Mylène Jacquot. “There are a few, but it is not because of a few abuses that we must punish 5 million public agents.”

The union representative cites in particular the example of teachers. “We talk about colds and flu but primary school teachers have a higher prevalence of urinary tract infections than the rest of the population because they have to stay in class. But it will not be recognized as an occupational disease. for their work and that they will be doubly penalized.

Conference on public finance

Recalling that France is in the European average in terms of the proportion of public employment, Mylène Jacquot does not deny the feelings of users: “When citizens have the impression that they are no longer getting value for their money, we must listen to them. They have the impression of lack of public services in the region, of not having more access to health care, of not having access to public schools as easily as before.

For this reason, the union representative requests the organization of a “conference on public finances” to discuss both the aspects of expenses and income. “We have been asking for months to open negotiations on quality of life and working conditions. “This negotiation was on the right track at the time of dissolution: since then, nothing.”
