“The final result is mixed”: the railway pass for young people will not be renewed this summer

The railway pass that allowed young people between 16 and 27 years old to travel unlimited in the regional and interurban lines between July and August, will not be renewed due to the “current budget context.”

The rail pass, a monthly subscription that allows young people to travel by almost unlimited train during the summer, will not be renewed in 2025, said the Ministry of Transportation, confirming information about Echos.

“The final result is mixed, with only one third of the tickets sold compared to the forecasts” and “the current budget context does not allow to extend a experiment of this type that does not reach its goal,” he explains.

235,000 copies sold against 700,000 hopes

The railway pass was sold 49 euros per month in July and August of 2024 and allowed young people from 16 to 27 years to travel unlimited in regional lines of TER and Interités. But not in TGVs, whether incredible or ouigo.

The pass had sold about 235,000 copies in the summer of 2024, well below the 700,000 expected for the Government, according to the balance presented in September by the Ministry.

The measure, which cost 15 million euros, was financed 80% by the State and 20% by the regions, organizing the authorities for Ters. Several of them had also been reluctant to sponsor the initiative before meeting there. The Ile-de-France region, where the Navigo pass cost 86.40 euros per month at that time, had remained outside.

“Other more structural transformations should be carried out: offer development, improvement of service quality,” said the Ministry of Transportation on Wednesday. “In addition, the regions are free to offer and already do so for many specific prices for young people and encourage the use of terminals,” he added.
