The number of unemployed registered in France works in category A (without activity) progressed in the first quarter in France (excluding Mayotte), a “strongly affected” result by the reform of the RSA and the evolution of the update rules since January.
According to the statistical service of the Ministry of Labor (DARES), the number of registrants in category A increased from 8.7% to 3.4 million. But excluding the registration of beneficiaries of active solidarity income (RSA) and the evolution of the update rules, the increase is limited to 0.8%.
By including a small activity (categories B and C), the number of employment applicants increases by 4.5% to 5.7 million in the first quarter compared to the previous quarter. Without taking into account the rules, the increase would have been 1.3%.
An increase that does not reflect “the conjunction of the labor market”
Since January, the new registrants in France Work have remained in category A until the signing of their “commitment contract”, which inflates the category. The new registrants can no longer be activated, so there are also fewer exits due to lack of update.
“Statistics on the work registered in France have been strongly affected since January 1 for the implementation of the full employment law and, in particular, the automatic registration in the lists of RSA beneficiaries” and the young people, commented the challenges during an informative session to the press.
“For this reason, the number of registrants increases considerably, without this increase that reflects the conjunction of the labor market,” the organization continued, adding that these new audiences are “subject to specific update rules that also affect statistics.”
