The auditing court again set the accounts of the family branch of Social Security, this Friday, May 16, evaluating 6,300 million euros “the amount of errors not corrected by internal control actions.”
He points out “Errors linked to the data taken into account to pay the services”, and not corrected after 24 months. “These errors represent 8% of the amount of services and, in particular, it is the RSA, the activity bonus and housing aid,” said the institution.
“In particular, more than a quarter of the paid amounts, since the activity bonus is fogged by errors,” he says. Therefore, it is declared in “the impossibility of certifying” the accounts of the National Family Assignment Fund (CNAF) by 2024, as it had already done in 2022 and 2023.
The risk of decreased error with solidarity at the source?
These differences are mainly due to “errors made by the beneficiaries when they meet their resource statements,” said Nicolas Grivel, CNAF managing director to AFP. It indicates a greater risk of errors for the RSA and the activity bonus, which are calculated from the statements completed by the beneficiaries related to their recent income.
With the new solidarity system at the source, deployed since March in France, the statements of the beneficiaries are “previously full on the basis of the information given by the employer, the work of France or the health insurance, which should reduce the risk of error,” he added.
A in 10 retirement service in a mistake with an error
In 2023, family allocation funds (CAF) paid 104.5 billion euros in services to 13.5 million homes. These services include active solidarity income (RSA), activity bonus, family assignments, family support subsidy, housing subsidies, allocation of disabled adults (AAH).
For the other four branches of Social Security (disease, pensions, autonomy, occupational accidents and occupational diseases), the Court of Auditors certifies “with reserve”, as in previous years. For the disease branch and the National Health Insurance Fund, the Court indicates that “the estimated amount of errors that affect the regulations of health costs deteriorates compared to 2023 and reached 3.3 billion euros, against 3.8 billion in 2023”.
The current CNAM estimate is between 1.4 and 1.9 billion euros. “A recently assigned daily assignment is incorrect,” says the court. With respect to the retirement branch and the National Insurance Fund of the Old Avital, the Court of Auditors maintains its reservations but mentions the progress. Therefore, “one in 10 retirement service granted to former employees includes a financial error”, against 1 of 8 in 2023.
