The duration of unemployment benefits will vary according to the unemployment rate of eligible job seekers as of February 1, 2023, union sources told AFP on Friday after their bilateral meetings with the Labor Ministry.

During a closing multilateral session on Monday, Olivier Dussopt will present the “retained arbitrations” at the end of the consultation launched in October on the new unemployment insurance reform that aims to change the compensation rules according to the state of the labor market. .

The Ministry of Labor has already said that it would not affect the level of compensation, nor the conditions of access to unemployment insurance, that is, the fact of having worked six months in a reference period of 24 months.

minimum floor

According to several trade unionists who held bilateral talks this week with Olivier Dussopt’s cabinet, the Minister will announce that beyond a minimum floor of 6 months, the duration of the compensation will be adjusted according to the unemployment rate for all people who have had his contract terminated. after February 1, 2023.

Today, the duration of the indemnity is applied according to the principle of one day worked, one day compensated, with a maximum of 24 months for those under 53 years of age; 30 months for those 53-54 years old and 36 months for those 55 years or older.

When the labor market situation is considered good, the duration of the compensation will be reduced by a coefficient to be announced on Monday, probably between 0.75 and 0.9, according to these sources.

If the coefficient used is 0.8, for example, this would mean that a job seeker who would be entitled to ten months of subsidy under the current system will only be entitled to 8 months.

What criteria for a rollback?

The criterion for evaluating the situation of the labor market will be the unemployment rate defined by the ILO. The retained level will be announced on Monday and will be higher than the current rate of 7.3%. This means that the unemployment rate will have to rise above the chosen threshold: 8%? 9%? – that the current rules apply again.

Contrary to what Mr Dussopt had mentioned in recent days, the ratio between the number of vacant jobs and the number of people registered at Pôle Emploi should not be retained as a second criterion because it is too complicated to implement, according to these union sources. .

This modulation will be implemented by decree, initially until the end of 2023, as allowed by the “labor market” bill finally approved on Thursday by Parliament.
