Between 3 and 4% of the French car fleet is now composed of official cars, or 1.5 million vehicles. Alain Krakovitch, director of TGV/Interités, of SNCF Travelers, to talk about his idea of ”TGV”.
The beginning? Propose “an extension of the fiscal and social framework of the service car on the train and, therefore, to the mobility credit, establishing a specific long -distance advantage by train,” explains the manager.
During a conference organized by mobile phones, the manager believes that “the company’s car is an ecological anomaly and social injustice. Ecological anomaly because due to tax exemption in kind, the public finances a polluting system, at a time when decarbonation is essential. Social injustice because the function of vehicles is legal and, therefore, often reserved by executives.”
“Give the option”
And to draw the main lines of its operation: “You could trust two measures, cumulative within the same company: the employee’s resignation to your service car, for the benefit of a trains budget. And the partial conservation of the employee of your company’s car (for your daily trips with a small size electric vehicle), complemented by a trains budget for long distances.”
“Companies could also choose to distribute this advantage in kind much more equitable among their employees. Due to what is possible with a loan that we dimension as we want, it is not with a car that can be difficult to cut and distribute …”, adds Alain Krakovitch that emphasizes that this “ecological and social measure does not cost the state or companies.”
You have to legislate
This idea is not new and has been taken for several years. If discussions have taken place with many large companies such as Hermès, EDF, Métro or Medef and the Des HRD association, the file has not really advanced since 2022.
Because it is necessary to legislate on tax exemption issues. The National Assembly deposited an amendment, but has not yet been examined by the National Assembly. It could be integrated into the Finance Law 2026.
The fact is that the impulse can be correct. With an increasingly strong sensitivity to climatic questions, especially among young executives, the idea could find more echo today.
“I think that recruited young people will be sensitive to it. In general, discussions with their great accounts show that executives do not necessarily have the license, they find the most victim car or do not always feel comfortable” with the idea of having a professional vehicle, even hybrid or electric, explained Alain Krakovitch in 2022.
