Exemptions, License IV: Adoption of the Law to facilitate the installation of tears in small cities

The deputies adopted on Friday, as part of the economic simplification reading exam, a measure to facilitate the installation of teats and coffees with an IV license in cities of less than 3,500 inhabitants that do not count.

The introduction of this measure in the Economic Simplification Law, already approved by the Senate, could allow its fastest adoption.

“It is always good to have several racing horses,” Guillaume Kasbarian said on Friday, present in the hemicycle.

The creation of the IV license, which allows to serve stronger alcohols than beer or wine, and in particular those beyond 18 degrees, is prohibited today.

An establishment that wishes to obtain one more frequently, after the authorization of the Prefect, acquire it from another establishment of the neighboring department or department, when the latter places the key under the door, for example.

Experimentation

The measure reintroduced on Friday by amendment, after its abolition in the Committee of the Assembly, establishes a display for cities of less than 3,500 inhabitants, allowing the creation of an IV license if they are devoid of it.

In this, an experiment is carried out between 2019 and 2022.

The text establishes that the license is only transferable within intercom.

“The installation and maintenance of bars, coffee shops, restaurants and local businesses in rural areas constitute an essential lever for the revitalization of municipalities,” said the amendment of deputy Lr Anne-Laure Blin.

“Access to license IV becomes a structural problem to maintain these local services.”

If the amendment of Anne-Laure Blin initially limited the measure to three years, a subtail of the bill of the bill, Stéphane Travert (Renaissance), made it sustainable.

The measure was subject to a favorable opinion of the government.
