This principle, voted in 2012 under Nicolas Sarkozy, but after repealed by former socialist president François Hollande, consists of compensating reductions in the contributions that weigh on work for an VAT increase on consumption, to assign a fraction to Social Security. A large part of VAT is already used to finance this protection; In addition, social VAT would weigh proportionally more in the poorest homes, since consumption represents a greater proportion of its income.
