Agricultural Law duplicm: agents and senators find a commitment that includes the reintroduction of a pesticide

The Joint Committee has reached an agreement on this bill aimed at increasing the “restrictions” in the farmer’s exercise. A final vote of the two cameras should take place in the next few days.

The Duplom and Menonville Senate Law Project on Agriculture, criticized by the left because it authorizes the reintroduction of a forbidden pesticide, has taken an important stage this Monday with the conclusion of a deputy deputies agreement throughout the text, revealing its final adoption.

The seven deputies and seven senators gathered in the Chamber in the Joint Committee (CMP) in the Senate managed to identify a commitment of commitment in this text intended to “raise the limitations to the exercise of the farmer’s profession.” Used by Laurent Dupumb (Les Républicins) and Franck Menonville (UDI, Centro), the initiative is now close to materializing: a final vote on this joint writing is scheduled for Wednesday in the Senate and then on Tuesday, July 8 in the National Assembly.

The favorable vote of the upper room, which leans to the right, is in doubt. That of the deputies, on the other hand, is more uncertain, even if the addition of the voices of the national demonstration, the Republicans and a large part of the central macronist bloc seem to attract a clear majority for the adoption of this particular claimed text by the Fensea, the leading agricultural union. On Monday, in any case, the CMP greatly voted for the commitment text, with 10 votes for – RN, LR, centrist and macronistas, and 4 oppositions of the socialists and rebels.

Acetamipride

But the opponents of this bill will try until the end of putting their colleagues under pressure in private macronists, who have fought to hide their divisions before the most irritating measures. Some could also oppose during the final vote, such as the president of the Renaissance of the Sustainable Development Commission, Sandrine Le Feur, who considers that the text crosses “several red lines.”

The most sensitive disposition is undoubtedly the reintroduction, certainly in a dismissal and in strict conditions, of acetamiprid, pesticide of the family of neonicotinoids prohibited in France since 2018. Its effects on humans are a source of concerns, even if the risks remain insecure, due to lack of scale. Authorized in another part of Europe, beet or hazelnut producers affirm it significantly, who believe they have no alternatives against pests. On the contrary, beekeepers warn against “a bee murderer.”

The device remained well in CMP on Monday, accompanied by some developments, such as a “review clause” after three years of reintroduction, or the prohibition of planting, in previously treated areas, plants that attract pollinators. Other measures voted in CMP, the recovery of environmental authorization thresholds for intensive farms or water storage facilitation for crop irrigation. On the other hand, a senatorial system that aimed to increase the influence of the Government on the work of the Anses health agency on authorizations of pesticides was eliminated within the framework of this parliamentary commitment, according to several participants.

Ministerial disagreements

Opponents denounce important environmental decreases. After several demonstrations during the weekend, several dozen activists, elected officials, peasants and NGO members met on Monday at noon near the Senate, to the call of the Free Forer collective that is indignant in a law “at the service of agricultural industry.” This law “disorganizes our agricultural model, already largely industrialized, to make it a suicide model,” has been alarmed in X Jean-Luc Mélenchon, the leader of the rebellious France.

On the contrary, the former Minister of Agriculture and President of the Group, the Democrats (Modem), Marc Fesneau, praised after the CMP “a demonstration of the support of the Parliament to the farmers, without escalation or resignation,” he is satisfied with the agreement.

The Minister of Agriculture, Annie Ginevard, had also begged for the adoption of the text, wanting to be reassuring in Acetamipride. “Your recovery can only be done in very strict conditions for the sectors that are today in processes, but tomorrow, I hope, find a solution in biocontrol or alternative treatment,” he told a farm in the Yvelines.

His colleague of the Agnès Pannier-Runacher ecological transition has a slightly dissonant voice: “For me, this is not a good decision (…) counterproductive encounter to reauthorize this molecule as if it were harmless, which is not the case,” said Monday on Sud Radio, stressing the “very supervised” conditions provided by the text
