Pierre Moscovici aligned with François Bayrou. “We had to awaken the French, presenting a budget that says that the disappointment is now,” the first president of the Auditors Court reacted this Thursday, July 17, after the presentation of the Prime Minister of a large savings plan for the 2026 budget.
“France is exaggerated and if we stay in this line, we are extremely vulnerable,” said Pierre Moscovici on Franceinfo, remembering that the debt reaches 114% of GDP and that France paid 67 billion interests in the debt in 2024. “We are strangled and we lose our ability to act and our room for Maneuuver,” he added.
Lack of structural reforms
But if the intention is there, according to Pierre Moscowici, the question is now that of the type of savings requested. “For structural reforms, we are not obviously there,” he laments. There will be a dialogue between political forces. “
He also pointed out the importance of the fair Effort distribution: Especially between the State, communities and social security, but also among the French. “You have to see if it doesn’t create inequalities.”
“We have to preserve our competitiveness”
Finally he asked the question by the reduction of expenses and the increase in income. “Tax participation is between 25 and 40% (in this 2026 budget), which does not correspond to the 10% announced,” said Pierre Moscowici.
“I have no idea that we cannot make taxes, but we should not go too far because we have the highest mandatory levies in the euro zone and we must preserve our competitiveness,” he continues.
On the other hand, he approved the contribution of the high income provided by the Government (but must bring only 2 billion euros according to the Government). “Logically, if all are used, it is inconceivable that those who do not have much more are asked,” agreed the first president of the Auditors Court.
Finally, he recalled that the political debate was just beginning: “Everyone can govern this budget” and “is the least of things,” he concludes.
