Livret A, subsidy to the return school, electric counter … everything that changes on August 1

On August 1, 2025, it brings part of the innovations, such as a drop in the Brochure A rate, an evolution of VAT on electricity or an increase in gas price marks.

Decrease in the rate of remuneration of brochure A, evolution of VAT on electricity or payment of the subsequent allocation: here is everything that changes this August 1, 2025.

• Decrease in brochure and LEP brochure rates

It fell to brochure A, whose rate is below 2% on August 1, 2025. The brochure rate is now established at 1.7%, compared to 2.4% before, a consequence of the level of inflation contained in the first half. This is the second consecutive decrease for savings best-seller, after a first drop in February, when its rate increased from 3% to 2.4%. Aligned in brochure A, the rate of sustainable and solidarity development brochure (LDDs) is experiencing the same evolution.

For its part, the popular savings book (LEP) increased to 2.7% on August 1, 2025, against 3.5% so far. “The formula provided a reduction in the 2.2%rate,” said the Ministry of Economy and Finance. The LEP is today the best remunerated savings product, even if its rate was divided more than two in the 18 -month space, after the example of the Brochure A. went from 6% at the beginning of last year to 2.7% today, in parallel with the withdrawal of inflation.

• Increased gas sale media

Regulated gas prices have disappeared since the summer of 2023, but the Energy Regulation Commission (CRE) now publishes “a historical price” every month, a kind of compass that allows consumers to rule out excessively high offers.

For the month of August, the price grid results in an increase in the average reference price that now amounts to 98.22 euros per MWH excluding taxes (against 95.47 euros in July), or 141.48 euros per MWh, including TTC, all combined consumers.

This reference price grid refers to the area where GRDF is the distribution network administrator, that is, 95% of residential customers.

• VAT evolution on electricity

The reduced VAT of the electricity subscription disappeared on August 1, 2025. Until now, the VAT was reduced to 5.5% applied to the fixed participation of the subscription of electricity, while a normal VAT of 20% in consumption was imposed. But this double differentiated taxes did not comply with European law, which imposes uniform VAT levels for the same service. Now a 20% VAT rate is applied to the fixed participation of electricity subscription.

However, the Government ensures that this increase in VAT is compensated with a decrease in tax (consumption tax) and the rate of use of public electricity (Turpe) networks. As of August 1, 2025, the tax special increased from 33.70 euros per Megavatio to 29.98 euros, while the Turpe fell around 2.5%.

The consequences will depend on the level of consumption. For households that show low electricity consumption, “the increase in the proportion of the subscription will be more visible than the fall related to consumption,” specifies the service-power site, even if the increase will be minimal, while “the invoice will fall” for large consumers. “The drop in the price per kilowatt time will have more impact on the amount of consumption and the increase in the subscription will feel less,” he said.

• Additional costs for those who do not have a link counter

As of August 1, additional costs are invoiced in houses that have not yet replaced its old electric meter with a link counter, according to the energy mediator. If you do not have a link accountant in the accommodation, the fixed costs of 6.48 euros dedicated “to the specific management of the previous generation counter” will be added to the electricity bill every two months.

To this, additional declaration costs of 4.14 euros will be added, also every two months, only invoiced in case of non -transmission in the Enedis consumption index for more than a year. “To avoid additional declaration costs, you just need to convey your consumption rates at least once a year or opt for a statement on the site made by Enedis,” said the energy mediator.

• Payment of the subsequent allocation to school

The subsequent allocation to school (ARS) will be paid to related families as of Tuesday, August 5, 2025 in Reunion and Mayotte. Metropolitan France, as well as Guyana, Martinica and Guadalupe, will have to wait until Tuesday, August 19. For the beginning of the 2025 school year, the ARS refers to “Children born between September 16, 2007 and December 31, 2019, as well as for the youngest who are already registered in CP”, under resources for families, CAF specifications.

The amount of the ARS amounts to 423.48 euros for a child from 6 to 10 years, 446.85 euros for a child from 11 years to 14 years, 462.33 euros for a child from 15 to 18 years. This amount differs in the May archipelago, where it amounts to 425.60 euros for a child in primary school, 449.09 euros at the University and 464.65 euros in high school.
