New stage in the reform of the high civil service: the Minister of the Civil Service Stanislas Guerini presents this Wednesday in the Council of Ministers a draft decree to clarify the remuneration of about 6000 high civil servants. After having recorded the gradual disappearance of most of the main bodies of high public service, including the prefectural or diplomatic corps, the Government is preparing to create a single salary scale for all former members of these bodies, who will become part of a single body of “state administrators”.
“Before there were 15 bodies, 15 similar but different (salary) grids” that could lower the salary of certain senior officials during a change of position, we explained to the Ministry of Public Administration. “From now on, there will be a single grid” common to all state administrations, to guarantee a more linear salary progression within the career, adds the same source.
Simplification
The government also intends to simplify the current bonus “maquis” for senior civil servants, which vary greatly from one agency and from one profession to another. “We are moving towards a single system, a single compensation system for the thousands of (high-level) officials who will enter this benchmark,” the ministry explains.
The bonuses will be made up of a fixed part and a variable part, the latter representing a maximum of 30% of the total bonuses assigned to the agent. The amount of the fixed premiums will depend on the functions occupied by senior officials, while the variable part will be modeled based on their “results”. Once they come into effect, these new remuneration rules will apply to “just under 6,000 civil servants,” the ministry explains.
The different regulatory texts will be published in the coming days or weeks in the Official Gazette and should be able to be applied as of January 1, 2023. Still on the subject of careers and remuneration, the government intends to open a project at the beginning of 2023 that this time will affect all 5.7 million civil servants and not just senior officials.
