This is not new: since 2020, it has been required that all companies that work with public hiring edit invoices in digital format through the Chorus Pro platform. Article 26 of the amendment finance law is intended to expand this obligation soon to all transactions between companies in France to simplify processes and gain tax transparency. What is electronic billing and what are the obligations in force?
Electronic billing is defined by sending, receiving and managing invoices 100% digital. This new standard applies to all operations (purchases and/or sales of goods, services) between companies established in France subject to French VAT.
After a few years of discussion, the application of the generalization of electronic billing is maintained in fact and will soon be in force. Here is the calendar:
- September 1, 2026 : Obligation to issue electronic invoices for large companies and intermediate companies (ETI). All companies, whatever their size, must be able to receive electronic invoices;
- September 1, 2027 : Generalization of the obligation to receive the invoice in electronic format for small and medium enterprises (SME) and microenterprises.
To comply with these new regulations, companies will have to equip themselves with an approved and registered partnership dematerialization platform (PDP) with the Fiscal Administration. This PDP has the paper:
- to issue, receive and transmit electronic invoices between the supplier and the client;
- Extract and transmit data to the Fiscal Administration;
- To collect and transmit to the administration all the data of the transactions that are not subject to electronic billing, as well as to the payment data for all transactions.
