The countdown is relaunched: the future government will have a month to develop a budget by 2026 (which could again be a special law at the end of 2024)

The next government, which will succeed to run by François Bayrou, will have to present the Budget Law for 2026 in mid -October.

François Bayrou will leave Matignon. As expected, the deputies did not give their confidence in the Bayroun government, forcing the current prime minister to give up their place, a few weeks before the crucial budget matches. While the 2025 budget had already been late, interrupted by the censorship of the Barnier government, the failure of the vote of confidence annoying the very tight calendar of the 2026 budget.

Before its fall, the government of François Bayrou had planned to present the text of the Finance Law (PLF) 2026 draft in the Council of Ministers before its deposit in the National Assembly, no later than Tuesday, October 7. When appointed, the new prime minister will have to start the process again and will have approximately one month before depending on the text of the front of the Palais-Borbon.

The Finance Law must promulgated before December 31. To be in time, as provided in the legislative framework, the budget project must be presented on October 7 no later than the National Assembly. In practice, the Executive has flexibility of a few additional days, until mid -October, because what matters above all is compliance with the mandatory duration of parliamentary debates.

Special Law

If Emmanuel Macron quickly designates a new prime minister, the next head of government will only have one month before him to present the text before the National Assembly. This budget text could resume part of the provisions of the Bayroun government budget project.

Waiting for an appointment in Matignon, the reversal of the Bayrou Government opens a period of management of current issues by the now resigning executive, whose initiatives will be limited.

If the President of the Republic takes to appoint a new prime minister, the renuncant government will have the opportunity to resort to a special bill before December 19 to guarantee the continuity of public services in the country. However, this routine, which would not replace the 2026 budget, would guarantee the continuity of national life waiting for a real finance law, particularly when renewing the credits of the 2025 budget during the year 2026 and authorizing the State to collect taxes.

The hypothesis of a resignant government that presents a real finance bill seems unlikely because it is supposed to handle only current issues, even if a vagueness remains on the subject.
