Several systems enter into force as of October 1, results of decrees validated by the government of François Bayrou before their resignation.
• Ecological bonus
To support European production and automotive sector, an exceptional bonus of € 1,000 will be paid when buying an assembly electric vehicle in Europe and with a European battery. It can be combined with “Boost electric vehicles”, which can rise to € 4,200. The eligible cars list is available on the website of the Ecological Transition Agency (ADEME). This is the case, for example, for Renault Scénnic, Volkswagen ID.3 and Peugeot E-3008.
• Applic revaluation
Personalized housing aid (APL) reassembles and increases by 1.05%. The exact amount of the aid is calculated according to the rental amount, the number of dependents and the amount of resources.
• Against DPE fraud
The energy performance diagnosis (DPE) will have to meet three new criteria, to further limit the possibilities of fraud: a diagnosis may not carry out more than 1,000 DPE for 12 months, the controls and certifications will be reinforced and a code will be assigned to each professional to ensure the results.
• Help install optical fiber
This measure entered into force on September 29, only refers to certain municipalities, in which the final closure of the copper network is scheduled for January 2027, for part of the partially private connection not compatible with the operator.
The amount, global sum, of this aid is calculated according to the magnitude of the work and can vary from 400 to 1,200 euros.
• Reduced VAT in photovoltaic panels
This measure had been validated by Financial Law 2025: The VAT rate applied to the installation of photovoltaic panels will be established in 5.5% for powers below or equal to 9 kilowatts-corner (KWC). Until then, it was 10% for facilities less than or equal to 3 KWC and 20% for those over 3 KWC.
This reduced VAT is accompanied by other criteria, such as a heavy metal content (silver, lead, cadmium), a low carbon footprint and an energy management system to synchronize consumption with solar production.
• Textile echo
The implementation of the Environmental Exhibition, as provided in article 2 of the Climate and Resilience Law, promulgated on August 24, 2021, aims to quantify the environmental impact of clothing throughout its life cycle, according to a certain number of criteria: greenhouse gas emissions, biodiversity, water consumption and other natural criteria. Two additional impact measures were added: the release of microfibers and the export of clothing abroad after use. However, the screen will not be mandatory.
• Bank transfers security
This change will take place as of October 9: According to European regulation, banks will have to verify and point out whether the name of the beneficiary of a transfer and their I went well to the information recorded by the client. In case of an error, the payer will be informed before the execution of the transfer. Another measure available on the same date: all payment services providers must offer instantaneous transfer option in euros, 24 hours a day, 7 days a week, through the same channels as a conventional transfer.
