In addition to doubling the annual and daily amounts and limits of medical deductibles and flat-rate contributions, the Government proposes to extend their application to medical devices and dental care.

This is a novelty that has gone unnoticed and that Sébastien Lecornu was careful not to announce. The Social Security financing bill (PLFSS) for 2026 provides for the doubling of the annual and daily amounts and limits of medical deductibles and fixed contributions, although the measure does not strictly fall within the legislative vector. But if the Government approves the law it is because it intends to expand the scope of application of the franchises to health products and dental consultations.

By medical device we must understand glasses, dressings, orthopedic devices or even condoms, for example. Article 18 of the Social Security financing bill, presented by ContextIn fact, it plans to subject these medical products to a medical deductible of the same amount that applies to medicines.

Remaining charge of 2 euros per medical device

Specifically, if parliamentarians adopt this measure during debates in the National Assembly and the Senate, the remainder to be paid by patients after receiving a medical device with a prescription will amount to two euros. Or the amount that will be applied to medications, after doubling by decree the daily and annual amounts and limits of medical deductibles.

Regarding consultations and procedures performed by a dental surgeon, the government does not specify the amount that will be borne by the patient. Normally it must be set by decree, as should the fixed contributions applied to general doctor or specialist consultations, radiological examinations and medical analyses. In any case, it is planned to double these fixed contributions, which will therefore go from 2 to 4 euros. Perhaps, therefore, the amount applied to dental care is the same amount.

It should be noted that the annual maximum limits for medical deductibles and flat-rate contributions will also be doubled by decree, going from 50 to 100 euros respectively, that is, 200 euros in total. But be careful, given the weight of medical transport among the health franchises, the Government is also processing the law to dissociate them in order to create a specific limit for travel by medical transport, for which we already know that the franchise will amount to a maximum of 16 euros per day.

According to figures from the Higher Council of Public Finances, the doubling of medical deductibles and flat-rate contributions should contribute 2.3 billion euros to Social Security in 2026. The Government, however, assures that “the currently exempt insured, or around a third of the insured, will continue to be so.” These include minors, beneficiaries of complementary solidarity health insurance (C2S), pregnant women from day 1 of the sixth month of pregnancy until day 12 after childbirth, minors for contraception and emergency contraception without parental consent, and victims of an act of terrorism for health costs related to this event.
