The National Assembly definitively approved, on Wednesday, October 15, measures aimed at facilitating the hiring of people over 60 years of age, including the creation of a senior indefinite contract, during the examination of a bill that transposes several agreements reached between unions and employers.
This text, adopted in the Senate before the summer break, was the first of the ordinary session examined by the deputies, the day after Sébastien Lecornu’s general policy declaration and on the eve of the examination of a motion of censure that should be rejected due to lack of support from the PS. It was largely approved by 143 votes to 25, all from the LFI.
The text provides, in particular, for the creation of a permanent high-level contract called “experience improvement contract” (CVE), on an experimental basis for the five years following the promulgation of the law.
Facilitate hiring
Aimed at facilitating the hiring of job seekers who are at least 60 years old, or even 57 years old in the case of a sectoral agreement, this contract will give freedom to employers, who will be able to decide on retirement when the worker is entitled to full remuneration, and will benefit from exemptions on retirement benefits. Currently, employers can only automatically retire their employees at age 70.
The text also reinforces the obligations for sectoral and business negotiations regarding job preservation. It also foresees the entry into force of a small modification to unemployment insurance: first-time buyers must have worked five months, instead of six, to be entitled to their unemployment benefit.
An agreement was also approved that eliminates the limit of three successive terms for elected officials of the Economic and Social Committee (CSE), responding to a union demand. The text finally transposes an agreement reached between the majority of unions and all business organizations on June 25, aimed at facilitating the use of professional retraining plans. A government amendment responds to the demands of the social partners, who complained in July of an incomplete transposition.
The wide adoption has not prevented bitter debates, the Insoumis Louis Boyard anticipated those on Thursday to promise “censorship” of the government and warn the socialists who are preparing not to vote against a “monumental error.”
