The banks sharpen their arguments while the National Rally intends to take advantage of its parliamentary space, on October 30, to put to a vote a bill aimed at limiting banking commissions, according to Le Parisien. Deputy Jean-Philippe Tanguy explained to the newspaper that RN intended to take up a text already presented by the communist group.
“All banking services represent approximately 0.47% of the average French budget, we are half the cost for Europe, where we are at 0.95%, and three times below what is practiced in Italy,” says Daniel Baal. The head of Crédit Mutuel believes that the law proposed by the National Group constitutes “a threat to employment”, while the sector employs 335,000 people.
Recent increase in bank fees
Banks have significantly increased their bank charges between 2024 and 2025 according to the latest Bank Rate Observatory of the Financial Sector Advisory Committee (CCSF). Prices for banking services increased an average of 3.1% between June 2024 and June 2025, compared to 1% for general inflation. In two years (same period), the increase even reached 6.2%, compared to 3.2% for general inflation. The average price of account maintenance fees thus increased from 18.47 euros per month on December 31, 2023 to 21.78 euros per month on April 1, 2025.
However, “over a longer period, from June 2015 to June 2025, the increase in prices for banking services (+17.6%) is lower than inflation measured by the consumer price index (CPI), which was +20.8%,” the CCSF found. In April, the UFC-Que Choisir association denounced the “increasingly widespread” use of “fixed minimums” in small overdrafts (less than 400 euros). According to her, this measure “applied without economic justification” penalizes “even more precarious homes.”
